The archives we provide actually ship the files/folders with the correct permissions. Not all archive utilities will show them, but if you open the archive in something like 7-zip, it has a permissions column that shows what we've shipped. Now, if you extract the files to a Windows host, those permissions will be lost since they don't mean anything to Windows, which means your host will assign it whatever the server uses as a default when you upload the files.... but when the required permissions are so clearly stated here, as pointed out by @ssl, why are those files delivered to me with the wrong permissions?
