When an IP is banned they won't be able to try and register. The IP ban always results in phpBB IP ban error page for any request. This isn't something phpBB is going to log, if an admin bans a bots IP you could end up with 1000's of log entries and it's just an unnecessary waste or resources.
As far as the username ban I'm not positive but I think it's the same thing as long as they don't delete the cookie, it's not a different machine etc.I can ban you for a day if you want to test it out.![:D]( "Very Happy")
