Forget about that: Portal XL was a modification for phpBB 3.0.x and I doubt anyone will put time into transforming that to an extension (or even just as an add-on).I know about this portal, but I will request for the new version with Portal XL 5.0 plugin.
You're probably better off requesting an update/upgrade of phpBB SiteMaker
