I don't know what the default is but it's set and configurable at server level for static files like CSS.

Purging the cache purge increments the asset value which forces the browser to download new version of stylesheet.css, the edited asset version in stylesheet.css will force download of that file.
Open
/styles/prosilver/theme/stylesheet.css and change the hash value to anything for the file you edited. You do not need to maintain this edit during phpBB updates. Save and upload to server. In the ACP purge phpBB's cache.
