The official way is create an extension and assuming you wanted the forum admin the ability to add or remove IP's the only place you could store is in the DB. This of course would require frontend in ACP to add or remove IP's.More info in Extensions Writers forum:

When you are creating custom code unless you intend on distributing it in extension there is no official way for anything. Storing it in the file is fine especially since it's in the file that is executing. You avoid the hassle of creating an extension but add the hassle of merging it into future phpBB versions.
