You can disable phpBB in the ACP under board settings. This won't completely turn it "off" but it will significantly reduce server load. Another option would be to put a .htaccess password on the phpbb directory temporarily.
There is bot called claudebot and others that can cause a significant amount of server load. That would be the first place I would look. You can look on the online list. If you have a hosting control panel check Awstats if it's installed.

If you are referring to Apache error logs phpBB would have nothing to do with that.Also we found out the other day while troubleshooting that none of the error logs have recorded *ANY* entries since the upgrade from 3.2.4 in January, that was unexpected and hinders troubleshooting.
