Nothing to do with phpBB.
Your web host must do it for you. However, it is likely that they will not. Some web hosts disable the "socket functions" for security reasons. These functions allow outbound connections from their web servers to other web servers, and they decided they did not want that.
Feel free to ask them, though.
If it has been working for more than 10 years on all previous versions until a few hours ago and suddenly stops working after the update, then I assume that you can indeed find it within phpbb
Could it be that there is a bug somewhere?
Because it works on an exact copy of the forum on 3.3.13
